The creation of the Master in Parliamentary Studies - Legislative Studies is the result of a partnership. It involves developing a Master's degree in law and political science coordinated by the University of Luxembourg and co-sponsored, within the European Union by Aix-Marseille University (France) and the University of Babeș-Bolyai (Romania) and on the other hand, by the University of Laval (Quebec). Marked with the seal of the Francophonie, the training will start from 2020 with 3 programs in codiplomation (between the University of Luxembourg and each of the 3 universities AMU/Babeș-Bolyai/Laval).
The objective of this partnership, concretized by a common training, is to support exchanges of people, experiences and projects in the fields of higher education and research in public law and specifically in the discipline of legislative studies in the territories of the French-speaking world.
The Master in Parliamentary Studies - Legislative Studies aims to contribute to the knowledge and study of the functioning of contemporary decision-making and legislative processes at regional, national, European and international levels. It is a theoretical and practical training to ensure the employability of these future graduates and lead them to careers in both the private and public sectors.
The implementation of the project and the partnership presented is subject to the selection of the application by the Erasmus mundus programme in February 2020.
This Master's degree is a double degree with theUniversity of Luxembourgand in partnership with theBabes-Bolyai University in Romania and the University of Laval in Canada.
Students spend the first year (M1) in one of the four partner universities and the second year (M2) is taught entirely at the University of Luxembourg.

Objectifs
Mobiliser des savoirs spécialisés
Tout en perfectionnant sa culture juridique en droit public, l’étudiant approfondira les cadres de compréhension et d’analyse des différents types de processus décisionnels et des fonctions de contrôle et d’évaluation propres aux institutions et assemblées délibérantes ainsi que leurs composantes humaines tant politique qu’administrative.
Mettre en œuvre des dispositifs et produire des instruments normatifs
La mise en pratique est essentielle à la maîtrise des différents dispositifs et mécanismes de création de la norme. Grâce à des travaux d’écriture (fiches de lecture, mémoire...) et des mises en situation (légistique...) l’étudiant saura mesurer les enjeux des processus délibérants dans un contexte public fortement marqué par les questions déontologiques et éthiques.
Former des professionnels à la réflexion et à l’action
L’étudiant sera un expert des institutions législatives et plus largement délibérantes, capable de répondre aux défis culturels, économiques, scientifiques et technologiques que rencontrera la norme/loi au XXIème siècle. Cette expertise sera confortée par des exercices pratiques et une professionnalisation accentuée par la réalisation d’un stage obligatoire de 4 à 6 mois en deuxième année (S4).

The decision-making processes at work within co-legislative institutions in democratic systems reveal a complexity and challenges that only in-depth studies can help to understand, evaluate and improve. This is why, by creating a French-speaking Master's degree on these themes which ultimately contribute to the anchoring of democracy in the territories, the Master's degree reiterates the objectives of the Chair by contributing to :
- Improving the understanding and analysis of the functioning of deliberative institutions, of their decision-making processes as well as of the law of political elections through which citizens appoint their representatives;
- To monitor trends and promote the emergence of new decision-making processes and practices within a democratic and multi-level governance framework, involving public and private actors;
- Raise awareness among students, whatever their status, by creating a specialized training course;
- Participate in expert, empirical and practical research by pursuing and deploying a reflection on these subjects;
- To develop personalized studies through internship and/or research theses at the request of the institutions concerned;
- To encourage discussion and exchange between actors, academics and students through the organization of federative events (internships and visits to institutions);
- To offer graduates the chance to specialize in the art of preparing normative instruments (such as laws, regulations, guidelines, international texts, codes of conduct or standardized contracts) and in the development of public orientations and policies.
Students and professionals will be able to perform their duties in the future in :
- Professional associations of lobbyists registered with governmental and parliamentary institutions ;
- Audit and consulting firms (Big Four type);
- Law firms and international private law companies;
- Co-legislative institutions at international, European, national & regional level: Parliaments, Constitutional Courts, Courts of Audit and related, Councils of State and related, Public Ombudsmen and related, etc;
- Scientific and public evaluation offices of government and parliamentary institutions;
- Certification bodies and public affairs ethics boards;
- Non-governmental organisations, trade unions, parties and parliamentary groups;
- Think tanks and foundations working in the field of public affairs and public policy at international, European, national & regional level.
